@myamericanpie No it doesn’t, you can move it around the screen at anytime. It’s a neat feature.

The white button on screen is the “AssistiveTouch” feature in iOS5. It’s basically a virtual “Home” button right on your screen. It’s a great feature if you suddenly find your home button not working or malfunctioning or if you simply want to keep your button from wearing out prematurely. I keep mine ‘ON’ I find it very convenient.
To turn this feature on go to Settings -> General -> Accessibility. Scroll down to find the “AssistiveTouch” option. Tap and set the “AssistiveTouch” option to ON.
I think that white dot is the assistive touch that can be activated in the settings
